When the government is brilliant, the people are imperfect.
Fortune leans on misfortune.
Misfortune hides in fortune.
No one knows the end of this cycle.
There is no criterion?
A criterion returns to be odd.
A right thing returns to be spooky.
Since the old days people have been confused.
Therefore, the sage is just, but doesn't tear any.
He is pure, but doesn't hurt anyone.
He is straight, but doesn't extend himself.
He has light, but doesn't shine.
Rapid Decoded Both "the government" and "the people" can be interpreted as your
hologram. When your hologram appears "dark and obscure", that is to
say, when you don't pay much attention to it, it is "naive". It is
quite close to Tao like a baby.
When your hologram is "brilliant", it is "imperfect". Don't try to
shine. Don't doubt the perfection of the world (=your hologram). If it
is unnecessarily dazzling, it is about time you asked yourself whether
you still remember that your hologram is just a catalyst. It stimulates
you to emit more of the fundamental energy Tao (=Love).
Fortune and misfortune are the two sides of the same coin. Don't judge.
In fact, fortune and misfortune are the same thing. Cherish all no matter what they are.
Fortune and misfortune, like Yin and Yang, are an eternal cycle. (☞See Ch.59)
You don't need any criterion to judge because you are the one who project the cycle of your hologram.
Having a criterion is a form of resistance. It blocks the flow of Tao
and bothers the cycle to turn around. The criterion / resistance
creates oddities in your hologram, because of which you suffer. But
don't worry. Everything "returns" to Tao, the ultimate stability. Your
suffering is just a catalyst.
You don't have to be right because there is neither right nor wrong in
Taoism. If you are too obsessed with being right, the result could be
very "spooky". Think about all the man-made disasters in history where
they have used the word "right" to do something horrifying.
Past, present, and future are part of your hologram. They are being
created by you here now. Therefore, if you are confused, so are people
in the history.
Therefore, you are always "just" if you don't judge. Don't "tear" any. Don't divide something in harmony.
You are frank, but it is unnecessary to hurt other people's feelings. They are part of your hologram.
You are "straight", but being straight in Taoism is being bent.
Straightforwardness and distortion exist only in your mind. Don't try
to convince others even when you think you are right.
Don't forget that you have the light of Tao (=Love) inside you, so it is not necessary to shine. Be like dust. (☞See Ch.56)

-Baby is safe. Be like a baby. A baby and water are something quite close to Tao.
-Integration. It is difficult to govern people because they are too intelligent. Therefore, governing a country by intelligence does it harm. Not governing a country by intelligence does it good.

☞On the right, Zen Master Takuan's 沢庵禅師 «The Unfettered Mind» is called «Fudochi Shinmyoroku 不動智神妙録» in Japanese. On the left, Yagyu, Munenori's 柳生宗矩 «The Life-giving Sword» is called «Katsu jin ken 活人剣». The translation holds the name of a chapter in the original as its title. This is, in fact, the translation of the entire book of «Heiho Kadensho 兵法家伝書».
